An Integrated End-to-End Approach
iTown's operating objective is to do all the heavy lifting for its public sector partners. It is organized to provide total management from the project's initiation to ongoing operational management of the network once it is deployed. iTown's services supporting this approach include:

  1. Preliminary Assessment: iTown prepares an initial network design for local jurisdictions included in the LCPN. Using its proprietary LCPN financial model iTown completes a financial analysis to determine the likelihood that a detailed independent feasibility study will show the project to be viable and worthwhile pursuing further.
  2. Public Sponsor Coordination: iTown's approach involves participation of multiple local jurisdictions and in some instances state agencies as well. iTown provides all the briefings and materials public officials need to decide on their participation.
  3. Procurement of Independent Feasibility Study Consultants: In consultation with its public partners, iTown manages the selection of qualified engineering, marketing and financial consultants. The consultants conduct an independent third party review of iTown's proprietary network design, elements of which are patent pending, and prepare a report for use in qualifying for project financing.
  4. Qualification for Financing: iTown serves as coordinator for the project to work with financial institutions to qualify for and obtain financing required to construct the network and cover the start up costs of the operation.
  5. Implementation Management: iTown serves as project manager for procuring the resources to complete the detailed construction engineering design and construct the network. It then acts as the overall network implementation manager up to and including network testing for service initiation.
  6. Network Management and Operations: iTown supplies the ongoing operations and support for the functioning LCPN from the installation of the first customer including:
    • Operating systems for network and customer management
    • Business processes for service delivery; customer management and network operation and maintenance
    • Hiring and training of local staff
    • Centralized Network Operations Center (NOC)
    • Marketing and sales support
    • Recruitment of Service Providers
    • Administrative support (finance, legal, regulatory, human resource, etc)
    • Performance of all needed services outside of the local or state jurisdictions for the PPP
    • Stays current with emerging technologies and changing best practices
  7. Provision of Competitive Retail Services: iTown ensures that competitive services will be provided to the community. Through a separate retail entity that makes use of the LCPN under the same terms and prices as any other service provider, iTown will offer video, Internet and voice services to residential and business customers.

LCPN Residential and Business Access Services
The LCPN is an ultra-high capacity broadband access network that can be used to deliver a huge array of services and applications. This all-in-one digital network provides 100Mbps of capacity for Internet use, high quality video and HDTV capabilities, voice services, and other advanced, emerging and new applications. Naturally, the more services provided over the LCPN the more efficiently priced it is for end users and service providers. Service providers can use it to bring their residential and business customers a wide variety of capabilities such as:

  • Very high speed Internet access
  • High Definition Television
  • Video on demand
  • Radio and music on demand
  • Multi-point video conferencing
  • Interactive entertainment and video game services
  • Educational, cultural, and distance learning services
  • Telemedicine, e-health and counseling services
  • Public safety, security and monitoring services
  • E-mail, storage, backup and retrieval services
  • Telecommuting capabilities
  • Simulation services for training and development
  • Wireless Internet access connectivity

Service Provider Hosting and Interconnection Services
iTown operates an "open access" infrastructure to stimulate competition and pave the way for future service offerings as technology evolves. iTown encourages service providers to interconnect to the LCPN to gain access to any customer the network serves. We can also provide server storage and other mutually agreed services to those who desire to move their content closer to the end user. iTown is eager to have service providers connect to the network and strives to reduce the technical and administrative hurdles associated with interconnection that plague the telecommunications industry.

iTown Competitive Retail Services
iTown's retail service provider offers a full range of competitive services for residential and business customers:

  • High Speed Internet - The LCPN allows iTown's retail service provider to offer whatever speeds the local market desires along with e-mail. iTown's active network and managed bandwidth capability provides always on, highly responsive access with symmetrical service capability allowing customers to deliver content as fast as they can receive it from the web.
  • Video - iTown's video services are delivered via IPTV, an advanced video technology that lowers the cost of the service and provides unconstrained channel capacity in the LCPN. This allows iTown to tailor a video package for the community that includes traditional channels, premium channels, video-on-demand and local community broadcast needs.
  • Voice Services -- The all digital LCPN supports voice services delivered using VOIP technology. iTown's deployment of VOIP allows delivery of traditional voices services and full 911 capabilities as well as unified messaging services. With unified messaging, e-mail and faxes can be converted to voice messages and voice messages can be retrieved via e-mail.
